Sign In/Out
You need to sign in to two systems: ECF Next and SMI shared master index. The State of Minnesota's common identifier for MAXIS, MMIS, PRISM, and SSIS clients.. The ECF Next system has content and information about content. The SMI system has information about cases and persons from the state’s source systems A State of Minnesota computer system. Includes MAXIS, PRISM, MMIS, SSIS, SMI. Excludes METS..

- On the Sign In to ECF - County Sign In page, type your network ID (example: WFCF06) and password. To clear the Network ID or Password field, click the x next to the field.
- Click the Sign In button.
I am locked out. What do I do?

- On the Sign In to ECF - SMI Sign In page, type your state ID (example: X1272ds) and password. To clear the State ID or Password field, click the x next to the field.
- Click the Sign In button.
- If a message appears saying that your SMI password has expired, see Changing Your SMI Password (below).
- If a message appears saying that you need to read and accept the SMI User’s Confidentiality Agreement, see Accepting the SMI User’s Confidentiality Agreement (below).
I am locked out. What do I do?

I do not have or do not know my state ID or password. What do I do?
Contact your supervisor.

On the Sign In to ECF - SMI Sign In page, click the Change SMI Password link. You are redirected to the DHS Shared Master Index (SMI) page.
- Log in with your state ID and old password.
- Change your password. See Password Rules (below).
When can I change my SMI password?
- Password has expired.
- At any time.
Password rules
- At least eight characters
- Numbers
- Uppercase and lowercase letters
- At least one punctuation or special character (examples: ! ? : @ # $)
Note: Your password expires after 30 days.

All ECF Next users must annually accept the SMI User’s Confidentiality Agreement to use ECF Next and SMI.

When you click Sign In on the Sign In to ECF – SMI Sign In page, you are prompted to sign the annual agreement. Click the DHS SMI website link on the sign in page. You are redirected to the DHS Shared Master Index (SMI) page.
- Log in with your state ID and password.
- Read the agreement, and select I Agree and Accept These Terms.
- Sign in to ECF Next and SMI.

- ECF automatically goes into SMI Down Mode when SMI is unavailable from the State of Minnesota.
- For additional security, you cannot bypass SMI.
- On the Sign In to ECF - SMI Sign In page, the State ID and Password fields are disabled. Click the Go to ECF button to complete your sign-in to ECF.
- After you sign in, a status message appears above the navigation bar.
- Functionality is limited. My ECF, Notifications, Last Visited Cases and Persons, Settings are disabled.
- You can search for a case by case ID.
- You can search for a person by SMI ID. Tip: If you do not know the client’s SMI ID, you can search for it on MAXIS or PRISM.
- No person-related documents are displayed in the case content list.
- No history is displayed in the Last Visited Cases and Persons panel and the Recent Actions table.
- When SMI becomes available, a message appears. Sign out of ECF and sign in to ECF and SMI.

Two ways to sign out

When you are done using ECF Next, click the Sign Out button on the navigation bar.

Your session The time between signing in and signing out. times out (automatically signs out) after 30 minutes of inactivity. A timeout warning is displayed 5 minutes before the session times out, allowing you to stay signed in.
A timeout warning also appears in the ECF Next browser tab.
If you let your session expire, a timed out message is displayed.
